Dr. Constance Milton served as founding Dean of the School of Nursing at California Baptist University from July 2005 through August 2011. She is credited with establishing Riverside County’s first four-year campus-based nursing program, a Bachelor of Science in Nursing (BSN) degree at CBU that first enrolled students in 2006.
An advocate of the "human becoming" theory, Milton based the CBU nursing program curriculum and clinical instruction on the premise that the goal of nursing is quality of life from each person’s or group’s own perspective.

Under Milton’s leadership, CBU nursing degree options grew to include an RN to BSN program, a Master of Science in Nursing degree, and an entry level Master of Science in Nursing.
